Well, for starters you need to have installed H&D Deluxe with HDD editor in order to make changes to existing missions, create new addons and edit the game values (tables).
For making new models / advanced model editing you will need 3ds Max R. 3.1 with proper plugin to import / export models in i3d format. This is the "easiest way".
As far as i am concerned there are no official SDK tools for H&D Deluxe (like there are for other newer games).
Maybe someone else will give you more detailed info.

3ds max 3.1 DOES NOT WORK IN WIN 7
as for the rest its easy
but for gods sake the editor is like gibberish crap i didn't understand a shit out of it until you guided me

please mr. 47, buy a windows xp PC or make a virtual box. 3ds max is part of hd deluxe and the editor is a very nice and handy tool. It runs fine on my win7.

well as the 3ds max problem got solved as i brought blender to the field and added i3d addon to it only exporter so half of the problems got solved now for the importer part it well definitely take me some time to program it into blender or search for more solution
but what about the rest could it be replaced?
