I have the multiplayer mod which lets me use any weapons or uniforms, but how do I make it so that all the weapons, tools, and uniforms are availible in singleplayer for any mission?

Can't really, unless you edit some files that need to be extracted using a specific extractor. There are codes to give your self weapons and items once you are in the game though. Do a search for the "giveitem codes".
