admin auto-messages help ?!?

Hi all ...how do you get those auto messages to appear on your listen server screen? Ive seen them whilst playing a coop game. A message appears every few minutes saying Welcome etc.. Behave! etc... like this

ADMIN: Welcome All....
ADMIN: .....blah blah
ADMIN: .....etc etc

Id like to run this on my server! Any help would be ACE

It's run by a program [Panico] have made...

Apparently their server is down for some reason, so you can't download it now.

When it comes online again go to www.panicos.it and find the "Panico Server Manager 8.0" or something - download the newest of them all.

Initial thought behind messages was to eliminate people from modifying servers. It's a keyboard macro, which was introduced by SpelTV clan. It served the purpose, but presented clogged up screen. People began putting so much crap it became pain in the neck to play the game, at least for me.
If you decide to impalement it please don't spam the screen, keep it simple, one short message perhaps a link to your web site and there you should list server rules, maps, your girlfriends phone number ? (just kidding about the last option) :)
