AI: does it change from mission to mission?

Two examples
Bunker Mission in Birmania:
my m8 Rivet was damn' lethal....he killed lots of japs
Normandie Bank Mission:
my two m8s were incredibily stupid...
incredibly!
I did some experiments about their reaction in front of an enemy
simple: they didn't shoot anyone.
and when I say anyone...I mean "a.n.y.o.n.e."
I managed to push the enemy in front of them (my mates were well covered)
the only thing that happened was:
"enemy spotted"
they didn't shoot
I say "OPEN FIRE!!!!"
they said
"count on me!"
they didn't shoot...
jeez....this is just too weird...
I mean we all know that the AI in HD2 isn't that effective...
but this is damn different...it looks like I've told them "CEASE FIRE!"...
how can a NPC act like this way in front of an enemy??
how can a NPC kill lots of enemies on other missions?
did u spot this issue?
it's just too too strange....too weird for a game that took 4 years to be developped
