Maxfreq server setting - what it is for?

This is what I know from old patch readme:
"maxfreq - sets the maximum working frequency of the server, default is 50. It should not be less than 20."
The maximum value I managed to set and use with was 999, but didn't see any difference in gameplay.
So is there anyone who can explain what is this setting used and what frequency it means?
And do not tell me to leave it alone.
