How do you change soldiers shooting status (aggressive, defensive, passive) on the tactical map without moving their position?

I believe you just need to click the picture of the soldier and set the status from there.

I am not 100% sure but I believe so. Alternate option reguires very slight movement but it could work to put waypoint right next to them or in front of them with the corresponding status.

yer that's the problem - if you click on them and change status it won't do it - it only seems to work if you set a waypoint (so do it a small distance away) and this can be less than ideal in some situations.
