It seems to me they will only start to radio out, when shots are heard.
I will try myself again, though I don't really think so, since it would leave out a mission. Would be nice though if you could change the objectives by the way you laid out your strategy.

Hi there, Apparently it is quite random when the enemy surrenders. It also depends on the difficulty level.
